中国の富豪は100万人、平均39歳、過半数が海外移住希望:China has 1M Millionaires, Half of them Want To Leave

According to Capgemini SA and Bank of America, millionaires in the Asia-Pacific region overtook Europe in terms of population and wealth for the first time last year. Main contributor? China and India. Here are three facts recently reported about China's riches.

キャップジェミニとバンク・オブ・アメリカが行った世界の富裕層レポート2011年版で、アジア太平洋地域のミリオネアの人口・富が昨年初めてヨーロッパを抜いたことがわかった。主な牽引力はもちろんインドと中国だ。中国のミリオネアについて最近知り得た3つの事実をまとめておこう。

1. China’s Millionaires Leap Past 1 Million
中国のミリオネアは今年100万世帯を突破した

China’s number of millionaire households ranks it third, behind the 5.22 million in the U.S. and Japan’s 1.53 million, according to Boston Consulting Group. The report also noted that "as recently as 2008, Japan accounted for more than half of all the wealth in Asia-Pacific. In 2010, it accounted for about 44 percent." ボストン・コンサルティング・グループによると、中国のミリオネア(資産1000万ドル以上)の世帯数は、米国の533万世帯、日本の153万世帯に次ぐ世界第3位となった。一方、2008年という最近までアジア太平洋地域の富の半分以上を支配していた日本は2010年、約44%になった…。

2. Chinese Millionaires Younger Than US Millionaires
中国のミリオネアは米国のミリオネアよりひと回り若い

According Hurun, the average Chinese millionaire is 39 years old, a full 15 years younger than your average millionaire in the US. There’s around 960,000 millionaires in China, a land of 1.4 billion inhabitants.
And while China is a central planned economy and pragmatically socialist, 55% of the country’s millionaires are making money the old fashioned way — they earned it in private business. Another 20% have entered the world of China millionaire stardom through the country’s hot real estate market, and another 15% or stock market gurus, Hurun said in the executive summary to its May 12 report. More surprisingly, 30% of China’s millionaires were women. - Forbes

胡潤百富の調べで、中国のミリオネアの平均年齢は39歳で、米国のミリオネアより丸々15歳若いことがわかった。中国全人口14億人のうちミリオネアは96万人前後。

3. More than half of China's millionaires want emigrate
中国のミリオネアは半分以上が海外移住したがっている

More than half of China's millionaires are either considering emigrating or have already taken steps to do so, according to a survey that builds on similar findings earlier this year, highlighting worries among the business elite about their quality of life and financial prospects, despite the country's fast-paced growth. The U.S. is the most popular emigration destination, according to the survey of 980 Chinese people with assets of more than 10 million yuan ($1.6 million) published on Saturday by Bank of China and wealth researcher Hurun Report. - WSJ

胡潤(フージワーフ)研究院と中国銀行が合同で「中国プライベート財産管理白書」を発表した。その結果、資産総額1000万元以上(約1億2000万円)の富裕層のうち、14%が国外に移民したか移民を申請中で、さらに46%が移民を考えているということが明らかになった。

招商銀行が発表した白書では、1億元以上(約12億円)の資産をもつ企業主のうち、27%がすでに移住しており、47%が海外移民を考えていることが分かっている。 - 「4分の3の富豪が中国から逃げていく」ゆかしメディア

I'm witnessing it firsthand; new luxuery houses in our neighbor are all bought up by new riches immigrated from China and India. I picked some reactions left on WSJ.

ここも新築のミリオンダラーハウス買うのはインド・中国のニューリッチばかりだもんね。WSJについた読者の反応を拾っておこう。

- China has let economic growth dictate much of its monetary and trading policies. Perhaps now, at the risk of a financial exodus, it will finally be convinced to improve its human rights and environmental policies as well.
中国は金融制作も貿易政策も、とにかく経済成長主導でやってきたわけだけど、こうしてお金が海外に流出することになれば中国もやっと人権・環境政策の改善にも力を入れるのでは?

- If China improves their human rights policies, then the Chinese people will want more freedom and better pay. If they tighten their environmental policies, then it won't be as cheap to produce goods in China. Oh, both of those things will lead to diminished economic growth and perhaps economic collapse. I don't think they'll do either.
人権政策を改善すれば国民はもっと自由と賃上げを求めるし、環境政策を強化すれば国内製造コストが上がる。どちらも経済成長の鈍化、まかり間違えば経済破綻。とても中国政府がやるとは思えない。

- For all the lacks of liberty and freedom in China today, at least the Chinese are free to emigrate elsewhere whereas citizens of other Communist societies like Cuba and North Korea cannot freely emigrate and go elsewhere to live. Forget not that the US also "puts a price" on leaving. If you are a US citizen and leave to live elsewhere you are forever subject to US income tax on your world wide income no matter where you go. Americans can only escape this life-long US tax obligation if they leave the country and also renounce their US citizenship. Renunciation means you can never again recuperate it and in order to renounce citizenship you must pay a hefty "caiptal gains" tax on all your assets anywhere in the world, even though none are actually sold.

To renounce US citizenship you must do so personally in the presence of a US consular official outside of the US, which means that you first you had better obtain foreign citizenship or you will likely never be able to obtain a passport to travel anywhere abroad. (In some countries the waiting time to obtain a consular appointment to renounce your citizenship exceeds one year.)

Chinese an other wealthy foreigners residing in the US are now subject to the same exit tax if they have lived here for 8 out of 15 years and then decide to go back home or move to another country. When Chinese become aware of this US tax trap then the 40% preferring the US may well result in this high percentage preferred destination" to drop drastically.  -Link

自由はないかもしれないが、中国の人は、キューバ・北朝鮮といった他の共産社会と違って海外移住が自由に出来るだけマシ。米国だって国外脱出にはそれなりの「代償」が伴うってことをお忘れなく。米国籍の人が海外移住すると、移住先がどこであれ、世界中から入る収入に米政府から所得税がかかる。この所得税の生涯納税義務を逃れたかったら海外移住して尚且つ米国籍を放棄しなくてはならない。放棄すると二度と回復はできない。しかも国籍放棄の際には、財産を何ひとつ売却しなくても、世界中に抱え持ってる全財産に「資本利得(キャピタルゲイン)」税なるものがかかるのだ。

米国籍放棄は国外領事の立ち会いのもと行わくてはならない。つまり米国以外の国籍を取ってからやらないとパスポートが取れず、海外旅行できなくなる(領事と面接アポとるまでに1年以上待たなきゃならない国もある)。

今は中国人はじめ富裕外国人にも、これと同じ出口の税が課される(米国に過去15年間に8年住んでから祖国・他国に移住する人が対象)。こんな税金の罠が米国にあると気づいたら、移住希望先に米国を挙げている中国人も今の40%からガクンと下がるだろう。

This last one is not the case with Japanese; since Japan has tax treaty with US, you don't have to pay twice.  この最後のは日本の場合、日米租税条約があるから二重課税の心配はないけれど…。

因みにアメリカはお金があればあるなりにどこまでも最先端の医療が受けられるので、ミリオネアも死ぬまでに全財産使い果たしてしまう恐れを抱えて生きてるんだって。
